Tiny flower brooches like these are known as lace pins or modesty pins and were used to pin a scarf or stole to cover up a lady's modesty!
The center flower is set with a rose-cut diamond and the petal is set with a tiny rose-cut too. Traditionally, diamonds were set in silver to optimize their colour and brilliance, while the rest of the jewel would be made from gold to prevent the silver from tarnishing and staining skin or clothing.
The brooch is fitted with a c-clasp and a pin that is slightly larger than the brooch itself. This is very typical for Victorian jewellery, and was done so that the end of the pin can be stuck inside the fabric, which prevents it from falling off.
